Paris, 3–6 November. The World Nuclear Exhibition returned to Paris Nord Villepinte for its biennial gathering under a printed programme covering the industry’s now-familiar priority list — accelerating programme delivery, financing, standardisation, artificial intelligence, fusion, new reactor generations, and supply chain — and produced two announcements that anchor the story of the show. Italy’s Ansaldo group signed a coordinated declaration of intent with EDF’s Nuward SMR programme, alongside Framatome, Arabelle Solutions and Tractebel, marking the clearest formal Italian-industrial alignment with the French SMR effort in a decade. And Urenco announced a multi-billion-euro uranium enrichment contract with EDF that will underwrite the French nuclear fleet’s fuel supply into the 2040s.
Between the two announcements — one about coalition-building on the SMR side, the other about locking down the fuel cycle for the existing fleet — WNE 2025 read as one of the more industrially operational editions in the exhibition’s history. The mood at Villepinte, the tone of the plenary sessions, and the corridor conversation all pointed at the same conclusion: the European nuclear industry is not making a case for its own future any more. It is executing on the case it already made.
Ansaldo joins Nuward: the coalition is now formal
The single most consequential announcement of the week was the joint declaration of intent between Ansaldo Energia and Ansaldo Nucleare and the Nuward SMR programme, signed at WNE 2025 alongside Arabelle Solutions, Framatome, and Tractebel. The scope, on the public briefing framing, covers coordinated development, industrial-capacity commitment, and the specific engineering and manufacturing work that gets Nuward’s next-generation SMR programme from concept through to a serial-manufacturable product.
The strategic significance is meaningful. Nuward — the EDF subsidiary developing a French SMR platform — has taken longer than some of its Anglophone competitors to arrive at a coherent industrial coalition. The Ansaldo declaration formalises Italian industrial participation in a way that broadens Nuward’s engineering-and-manufacturing base and, importantly, aligns Italy’s nuclear industrial ambition with the French programme’s tempo. For a country that has spent decades in a national conversation about the appropriate scope of civil nuclear, Italian industry’s willingness to underwrite serial nuclear manufacturing is a real signal.
For the broader SMR market — where the international competition includes GE Hitachi’s BWRX-300, NuScale’s design, Rolls-Royce SMR, Holtec’s SMR-300, Westinghouse’s AP300, the Chinese domestic programmes, the Korean iSMR, and the developing Canadian and Polish deployments — Nuward with a widened European coalition is now more credibly competitive.
Urenco writes the fuel-supply cheque
The other headline announcement was Urenco confirming a multi-billion-euro uranium enrichment contract with EDF that will support the French nuclear fleet’s fuel supply into the 2040s. The contract is a supply-chain move as much as a commercial one. European nuclear operators have spent the last three years working on de-risking their enriched-uranium sourcing away from historically-Russian-anchored supply chains. Urenco’s expanded commitment — across sites in the UK, Germany, and Netherlands, plus the developing US and long-run advanced-reactor fuel programmes — is the visible European industrial answer to that supply-chain question.
The contract also lets EDF plan fuel economics for the fleet into a horizon that matches its currently-planned reactor-life extensions. The French fleet — the largest single reactor-life-extension programme in the world — needs a fuel-cycle plan through the middle of the century. Urenco provides one.
SMRs, AMRs, and the specific serial-manufacturing question
The SMR-and-advanced-modular-reactor conversation dominated the technical track. The pattern that emerged across sessions is that the SMR category has arrived at its industrial phase. The design work is largely done. The regulatory pathways are progressing (US NRC, UK ONR, Canadian CNSC, French ASN, and the developing IAEA harmonisation efforts). The question that decides which platforms actually get fielded at scale is serial-manufacturability — the specific engineering, factory, and supply-chain work that gets a design from prototype into repeatable production.
The players who spoke credibly to that manufacturability question — Nuward with its new coalition, GE Hitachi BWRX-300 with its Ontario Power Generation deployment, Rolls-Royce SMR with its UK site selection under way, and the Chinese Linglong-One programme with its already-operational reference plant — moved further ahead of the pack. The players who talked more about design refinement than about serial delivery moved further behind. That is the shape of the SMR competition in 2025.
AI and digitalisation across the plant
The artificial intelligence track was more concrete than at prior WNEs. Applications included predictive maintenance for reactor systems, plant-life-extension analytics for the ageing fleet, computational fluid dynamics acceleration for design work, radiation-monitoring pattern recognition, digital twins for operational optimisation, and — the newer chapter — the specific AI applications for the SMR factory floor. The industry is running its digitalisation programmes seriously; the specific ROI depends on operator maturity and the underlying data infrastructure.
Fusion sits alongside fission, credibly
Fusion had a larger presence than at prior WNEs and, importantly, a more credible one. Commonwealth Fusion Systems, TAE, Helion, Tokamak Energy, ITER’s evolving programme, and several private-fusion developers had specific engineering-milestone conversations rather than the futurism framing that dominated earlier editions. The fusion story is not yet an operational-electricity story. It is a legitimate engineering-programme story with capital, milestones, and — for the first time — a set of near-term commercial adjacencies (materials, magnets, superconductors, cryogenics) that spin off value regardless of when the ignition-to-grid timeline lands.
Financing: the private-and-public capital story
The financing track was, unsurprisingly, one of the best-attended. New nuclear projects in the US, the UK, France, Poland, the Czech Republic, and Sweden are all navigating a common set of financing challenges — long construction timelines, large upfront capital commitments, and the negotiations between developers, utility offtake counterparties, sovereign-debt underwriters, and the emerging cohort of institutional and infrastructure investors who have decided to allocate serious capital to new nuclear. The specific financing instruments — regulated asset base, contracts for difference, hyperscaler direct-to-project PPAs, sovereign guarantees, US DOE loan programmes — are all being refined in real time.
Supply chain: the 100,000-job programme
The supply-chain sessions closed with the working argument the French nuclear industry has been making for two years: France’s civil-nuclear supply chain will need to add roughly 100,000 new jobs over the next decade to deliver on the country’s fleet-modernisation, life-extension, EPR2, and SMR programmes. The skills mix is specific — welders, precision machinists, engineering-project managers, reactor-safety analysts, and the specific trades that support decommissioning and waste-management alongside new build. The training pipeline is being built at a national-industrial-policy scale. The tempo will decide whether the programmes deliver on schedule.
What WNE 2025 actually moved
- Nuward has its coalition. The Ansaldo declaration widens the industrial base.
- The French fuel cycle is locked in to the 2040s. Urenco’s multi-billion-euro contract is a supply-chain signal.
- SMRs are in their industrial phase. Serial manufacturing decides the winners.

Open questions
Does Nuward’s widened coalition translate into a first-of-a-kind serial manufacturing decision on the schedule the programme needs? Does the fuel-cycle diversification away from historically-Russian-anchored supply chains hold as an industrial commitment across the European operator base? And does the French workforce build-out actually field the trades the fleet-modernisation, life-extension, EPR2, and SMR programmes require, on the tempo those programmes need?
Bottom line: WNE 2025 was the year the European nuclear industry stopped explaining itself and started executing. Coalitions on the SMR side. Multi-billion-euro contracts on the fuel side. Serious industrial-policy programming on the workforce side. The next WNE — Paris, December 2027 — will judge the execution. The follow-through is now measured in serial-manufactured reactors and delivered megawatt-hours.
